Changing Register IDs on SAIS (old WR/ER codes)
Version 2.3 of Membership Requirements document added to the SAIS
Database Design Documents website. Version 2.2 erroneously added an
inaccurate Issue stating that SAIS would not be able to store more
than one Register ID per student for a single school year: SAIS has
always had the capability to track a student's Register ID changes.
Rather, following what ADE has previously published: SAIS does not
accept codes ER (enrollment) and WR (withdrawal). To notify ADE when
a student moves from one register to another during a single school
year, use the Student Grade Transfer transaction.
Some LEAs use Register ID to identify various conditions, e.g., for
its preschoolers a district sets up specific Register IDs for
students in a self-contained setting, since only those preschoolers
generate state ADM funding. Any logic an LEA assigns to Register ID
is irrelevant to SAIS. In the example above, the only way to identify
whether a student's membership should generate ADM funding is through
its Tuition Payer Code: code 1 means this membership is eligible for
state ADM funding; code 2 means he is not. (Tuition Payer Code can
change over the course of a membership.)
